A re-elected Morrison Government will provide targeted support for regional newspapers to assist them in the face of dramatically rising costs driven by global pressures affecting print production.

From 1 July, eligible regional newspaper publishers will be able to apply for funding to support their sustainability in the face of rises of up to 80 per cent in newsprint prices.

Federal Member for Durack the Hon Melissa Price said that this support package was vital for regional newspaper publishers, including in Durack.

“Regional newspaper publishers in Durack, such as The Broome Advertiser and The Toodyay Herald play an important role in our local community. They write stories that matter to the regions and keep us connected,” Ms Price said.

“Regional newspapers provide a voice for our local community – that’s simply something you don’t get without the presence of a local paper.

“The Liberals understand the importance of regional media and will continue to support our country newspapers through their challenges.”

This package builds on the significant support the Liberal Government has delivered for regional media to date.

This includes $50 million through the Public Interest News Gathering Program and legislating the News Media and Digital Platforms Mandatory Bargaining Code that has seen Google and Facebook strike commercial deals with a wide range of Australian news media companies across the country. 

The Liberal Government has also established a new $10 million Journalist Fund for regional media organisations to hire new cadet journalists and upskill existing journalists.

“By having a strong economy, we can continue to back our regions and build a stronger future,” said Ms Price.

Funding Boost for Jurien Bay RSL Memorial and Community Centre

A re-elected Morrison Government will provide an additional $800,000 in funding to help the Jurien Bay RSL build a new memorial and community centre.

Formed in 2008, the Jurien Bay RSL has never had a home for its members to meet, with backyards and pubs unofficial meeting places for veterans and their families to get the support they need.

Liberal Member for Durack, Melissa Price said she was committed to supporting the Jurien Bay RSL to have their own local headquarters, with the Coalition Government having already delivered on the $1.2 million commitment it made to the project ahead of the 2019 election.

“I am as determined as ever to see the Jurien Bay RSL get the home it deserves,” Minister Price said.

“The Morrison Government continues to support projects like this across Durack to deliver investments in regional areas and help strengthen local connections in the community.

“Unfortunately, construction of the new memorial and community centre was delayed due to the global supply chain issues and material shortages brought on by the COVID-19 pandemic.

“With rising costs, the Jurien Bay RSL now needs further funding so they can build this very important community facility and the Morrison Government wants to help.”

Jurien Bay RSL President Wayne Gibson said the additional funding commitment was marvellous news for the entire region.

“Securing this additional funding means we can finally build a permanent home for our members to meet,” Mr Gibson said.

“It also means we can start our own local museum, displaying equipment and artefacts that showcase the proud heritage and contribution of the Australian Defence Force.

“Some of this collection is currently stored in sheds and garages around town, so we want to dust these items off and put them on display for everyone in the region to enjoy.”

Backing a Mountain Bike Park in Bindoon

A re-elected Morrison Government will commit $1 million towards a new mountain bike park in Bindoon that will see the town become a premier cycling destination and attract thousands of tourists to the region.

The first stage of the project is expected to inject more than $50 million into the local economy over the next 20 years and involves the construction of almost 13 kilometres of trails suited to a range of riding abilities.

Liberal Member for Durack, Melissa Price, said the $1 million commitment was part of her long-term plan to support community sporting infrastructure.

“I have been listening to locals who are passionate about establishing a world-class mountain bike park in their backyard so they can take advantage of the significant economic opportunities this will provide,” Minister Price said.

“Mountain biking tourism is a rapidly growing area and there is a huge demand for new terrain and experiences.

“As we have seen in other parts of the country, mountain bike trails are a huge drawcard in bringing more tourists to regional towns like Bindoon.

“The Bindoon Bike Park will provide an important boost for the local community.

If re-elected, the Morrison Government will deliver this project in partnership with the Shire of Chittering.

The development will also include trailhead facilities that includes a kiosk with bike hire and refreshment facilities, a change room and toilet block, barbecues and shelters, bike lockers and a car park.

Shire of Chittering CEO Matthew Gilfellon said the funding commitment was great news for mountain biking enthusiasts and the local community.

“The level of community support behind this project has been absolutely phenomenal,” Mr Gilfellon said.

“The Bindoon Bike Park will be the first mountain bike trails ever constructed north of Perth.

“With the Chittering Valley just one hour’s drive from Perth, this means the bike park will be easily accessible for those that want to explore the trails on a day trip.

“It also provides an added incentive for people that want to enjoy a short stay in the region to enjoy the trails and the wonderful hospitality the Chittering Valley has to offer.”

The Coalition Government will provide Pilbara Universities Centre with a further four years of funding to ensure it can continue to offer students in Karratha and Port Hedland the opportunity to participate and succeed in furthering their education.

Pilbara Universities Centre is one of 16 Regional University Centres, covering 24 sites around Australia, that will receive a share of up to $27.9 million over four years.

People in regional Australia are less than half as likely to complete a university degree compared with people in cities. Regional University Centres are helping communities across Australia to reverse this trend.

The centre supported 206 students to pursue a tertiary education at institutions across Australia in 2021.

Minister for Regional Education, Bridget McKenzie, said extending funding would enable the Pilbara Universities Centres in Karratha and Port Hedland to continue supporting students and the broader community until June 2026.

“The Centre has been an invaluable resource for the local community and not only offers tertiary education courses but also Community English Courses and an ATSI Youth Leadership Program,” Minister McKenzie said.

“We are extremely proud of the Regional University Centre program, which enables aspiring students from regional Australia to be supported while undertaking study by distance with any Australian tertiary provider.

“These Centres make a real difference to our students, as they no longer have to leave their friends and families to pursue higher education and can remain at home while studying, where their skills can boost local communities and economies, which is part of our plan for a strong economy and a stronger future.

“Our government is investing almost $20 billion in higher education in 2022 – this is 32 per cent higher than under Labor.”

Liberal Member for Durack, Melissa Price, welcomed the announcement and said Regional University Centres offer students access to high-speed internet, dedicated study spaces, computer facilities and importantly, administrative and academic skills, as well as supporting their wellbeing.

“All Australians, no matter where they live, deserve access to high-quality education and these Centres offer the facilities and support local students need to access a tertiary education, which helps to level the playing field with their city counterparts,” Minister Price said.

$15 Million to Support Natural Disaster Resilience in Durack

Fifteen organisations across the electorate of Durack will share in $15.4 million to deliver local projects aimed at building their community’s resilience to natural disasters.

The design and construction of a sea wall, natural disaster awareness materials for indigenous communities and new coastal protection measures on Cable Beach are among projects that have received funding from the Morrison Government under the Preparing Australian Communities – Local Stream program.

Federal Member for Durack Melissa Price said the projects would help reduce the risk and minimise the impact of natural disasters like floods, bushfires and cyclones in the communities.

“Across Durack, our local Shires and community groups are already doing incredible work to plan for and respond to natural disasters,” Minister Price said.

“We know local groups are best placed to understand the unique needs of each community and we want to support them in their endeavours.

“That’s why this funding will go where these groups have told us it is needed to improve resilience and empower local communities.”

The Shire of Broome was one of 19 groups in WA that shared in $19.1 million from the Morrison Government.

Shire of Broome President Harold Tracey said the money would enable important coastal protection work to occur to safeguard Cable Beach from erosion.

“Cable Beach is a world-class tourism attraction and is loved by our Broome community,” Cr Tracey said.

“However, the Cable Beach foreshore is in desperate need of revitalisation to protect it from future erosion, while the surrounding amenities need to be upgraded and improved.

“This grant funding will play a critical role in helping the Shire realise our vision for the Cable Beach precinct and ensure it remains one of the most iconic public spaces in Western Australia.”

In Onslow, the Shire of Ashburton is pleased to have secured a $5 million grant.

Shire of Ashburton President Kerry White said the money will be used to protect the Onslow community from the threat of rising sea levels and increasing cyclone activity.

“We have already commenced a 120-metre seawall extension in front of the town’s ANZAC Memorial Park area and with this grant we will now be able to extend the Onslow seawall by 720 metres, protecting the townsite to the east,” Cr White said.

“This will shield the town and our infrastructure well into the future as well as protecting Onslow Hospital, Bindi Bindi Aboriginal Community, parks, beaches and areas of environmental sensitivity in addition to activating future locations for economic, social and tourism opportunities”.

In total, 158 projects across Australia received about $150 million under the Preparing Australian Communities – Local Stream program.

The Coalition Government will establish a new Regional University Centre in Broome to offer Kimberley region students the support and modern facilities they need to undertake tertiary education.

The Regional University Centres program removes barriers for regional and remote students to access quality education opportunities by providing study spaces, video conferencing, computer facilities and internet access, as well as administrative, academic and wellbeing support for students studying via distance at any Australian university or vocational education and training provider.

Minister for Regional Education, Bridget McKenzie, said the Coalition stands up for regional Australia and believes all Australians should have access to a quality tertiary education, regardless of where they live.

“This centre will significantly boost higher education outcomes for the people of Broome and Kimberley region,” Minister McKenzie said.

 “People in regional Australia are less than half as likely to complete a university degree compared with people in cities. Regional University Centres are helping communities across Australia to reverse this trend.

“Once this centre is up and running local students won’t need to leave home and relocate to study.

“They will be able to enrol in a university course and complete a degree or another tertiary qualification and their skills could stay in the region and help the community.

“The new centre has the potential to change education outcomes in the Kimberley for the benefit of future generations, which is part of the Coalition Government’s plan for a stronger future.

“I have had a long and strong commitment to ensure there are more Kimberley education options for locals so they can live, work and study in their communities,” Ms Price said.

“I am thrilled that my advocacy for this facility has come to fruition and believe Susan Grylls and the Pilbara Universities Centre team will do a great job developing the new Kimberley Universities Centre, working together with Kimberley locals,” Ms Price said.

“We will then have a universities centre which is truly dedicated to the north west which can drive the development of our own workforce.

The Centre will be operated by Pilbara Universities Centre and is one of eight new centres that will be established around Australia as part of an investment of up to $14.8 million.

The Centre will open in January 2023.

Hub Grants to Turbocharge Australia’s Clean Hydrogen Industry in the Pilbara

The Morrison Government is committed to boosting Western Australia’s status as a global resources and energy powerhouse, with the Pilbara being named as one of the Morrison Government’s first Clean Hydrogen Industrial Hubs. 

The Government has announced that the Pilbara in Western Australia will receive a grant of up to $70 million to support the development of a hub in northern Western Australia. This project, in collaboration with the Western Australian Government, has a total project value of $140 million and has a range of local and international private partners.

Two early stage projects in the Pilbara have also be supported under the Design and Development stream, including:

·       Up to $3 million for Engie Hydrogen Pty Ltd’s ENGIE Pilbara Green Hydrogen Hub project, with a total project value over $7.8 million.

·       Up to $3 million for Santos Limited's Carnarvon Clean Hydrogen Front End Engineering Design project, with a total project value of over $13 million.

In addition, as part of the $250 million investment in carbon capture and storage announced in the 2021-22 Budget, three carbon capture and storage projects have also been supported in Durack, including:

·       Up to $40 million to support the design and construction of Woodside Energy’s multi-user Burrup carbon capture and storage hub and CO2 gathering and transportation network.

·       Up to $20 million to support the design and construction Mitsui E&P’s Mid West carbon capture and storage hub.

·       Up to $7 million to support Buru Energy to assess the potential for onshore storage in the Carnarvon Basin.

The Burrup and Mid West hubs are expected to reduce emissions by a combined 7.4 million tonnes per annum from 2028. The projects are expected to drive more than $1 billion of investment in regional Western Australia and will create more than 2,000 jobs.

Minister for Industry, Energy and Emissions Reduction Angus Taylor said the Morrison Government is investing more than $1.5 billion to accelerate the growth of the nation’s clean hydrogen industry, along with more than $300 million to support the development and deployment of carbon capture technologies.

“The plentiful energy resources, such as low-cost gas and solar, and the highly skilled workforce in the Pilbara make it an ideal place to grow Australia’s clean hydrogen industry. Three of the four hydrogen projects announced in WA today are based in the Pilbara, which is a testament to the opportunities in the region” Minister Taylor said.

“All four of the hydrogen projects in WA will bring over $413 million of new private and public investment into the regions and can create over 3,600 jobs initially when operational – but this is just the start of hydrogen’s potential benefits.

“Australia has a competitive advantage in CCS due to our abundant, world-class geological storage basins – with the Pilbara again being an obvious leader in this space. Rolling out low cost CCS is key to lowering emissions from natural gas production and building an early cost advantage in clean hydrogen production.

“Our commitments will create jobs, boost clean exports, and help to drive the production costs of hydrogen down, the heart of our technology-focused approach to reducing emissions.”

 The Federal Member for Durack, the Hon Melissa Price MP said this reinforces the future economic opportunities in many local communities.

“Following on from the Morrison Government’s strong support of regional Australia in Budget ’22-23, confirmation of these investments will turbocharge regional economies like Durack and continue the important diversification of the local economy as I have long advocated. The ongoing targeted investments in infrastructure, low emissions technology and energy production across the Pilbara, the Gascoyne and the Mid West are very exciting for local future growth and employment opportunities,” Ms Price said.

 “I believe these investments and collaboration with business and the WA State Government will transform existing regional industries, growing our national economy and positioning Durack businesses as global leaders in new frontier industries like hydrogen.”

The National Hydrogen Strategy released in 2019 sets the goal for Australia to become a major producer and exporter of clean hydrogen by 2030. Hydrogen hubs were identified as an effective means to create demand, build scale and reduce production costs by co-locating producers, exporters and users.

Australian hydrogen production for export and domestic use could generate more than $50 billion in additional GDP by 2050. Clean hydrogen exports could directly support 16,000 jobs by 2050, plus an additional 13,000 from the construction of related renewable energy.

 The Morrison Government has a strong long term economic plan that will see the unemployment rate drop to a near 50 year low while Labor and Mr Albanese have no economic plan and would put our economic recovery at risk.

The Liberal and Nationals Government will establish a new Regional University Centre in the Wheatbelt region to offer local students the support and modern facilities they need to undertake tertiary education.

Our Government’s Regional University Centres program removes barriers for regional and remote students to access quality education opportunities and is an important step towards changing the narrative for our students.
We strongly believe that all Australians should have access to a quality tertiary education, regardless of where they live.

This Centre will deliver an innovative cluster model to provide tailored support to students at four dedicated sites across the broader Wheatbelt region in Narrogin, Merredin, Wongan Hils and York.

The Centre will be operated by Regional Development Australia Wheatbelt Incorporated and is one of eight new centres that will be established around Australia as part of an investment of up to
$14.8 million.

The new centres will complement the existing 26 centres currently operating in all Australian states and the Northern Territory under the $102 million Regional University Centres program.

Work Begins on More Pilbara Investment

The construction of the $46 million, single carriageway realignment of Great Northern Highway away from the Port Hedland International Airport, is scheduled to begin next month.

 Federal Member for Durack, the Hon. Melissa Price said the project will lead to improved road safety and network reliability.

 “I look forward to these benefits being realised by the local community and all road users. The project includes construction of a five kilometre realignment single carriageway, a single span concrete bridge over the duplicated rail and two access roads,” she said.

 “Work is expected to be completed by mid 2023 providing improved road network and freight efficiency throughout Durack’s North West, as part of the Morrison Government’s ‘Roads of Strategic Importance’ (ROSI) Newman to Katherine corridor upgrade,” Ms Price said.

 ROSI projects are the Morrison Government’s ongoing investment program to improve the safety and quality of critical freight routes to keep regional industries connected to local and international markets, unlocking social and economic benefits.

“The Morrison Government is investing an unprecedented $37.9 billion in regional Australia and priority infrastructure across the nation to create jobs and unlock the economic potential in our regions. That includes a vote of confidence in Durack with a more than $1 billion record support of Pilbara projects in last month’s budget,” Melissa Price said.

The single carriageway realignment of Great Northern Highway forms part of the Morrison Government's more than $20.2 billion investment in transport infrastructure in Western Australia since 2013.

Building Business in Durack’s North

The Morrison Government’s commitment to boosting Northern Australia continues with the announcement of almost $88 million worth of funding for 30 projects for Industry Transformation and Business Development projects under the Northern Australia Development Program (NADP).

Federal Member for Durack, the Hon. Melissa Price said the Pilbara and the Kimberley will greatly benefit from almost $20 million total funding announced for 10 projects across Durack including:

• Broome’s world leading Pearl Bone biomedical manufacturing facility

• Karratha’s Eco magnesium facility expansion using local salt by-product.

 “I am excited by the successful outcome of this grant program for some truly innovative businesses. Creating greater investment in our local businesses means more jobs for locals and increased liveability for our region,” Ms Price said.

“I have long been committed to investing in Durack’s North, giving local communities the boost needed to overcome the unique challenges they face and grow stronger regions for the future,” Ms Price said.

“The Northern Australia Development Program provides grants and a business advisory service to enable Northern Australia based businesses to grow and diversify, like another successful recipient, Broome’s Barramundi Aquaculture project who want to develop a Barramundi nursery, ” Ms Price said.

More Road Safety Investment in Durack

Residents of the Durack electorate received a major road safety boost today with the Australian Government announcing it will invest $2.4 million towards three new projects under the 2022–23 Black Spot Program.

The Black Spot Program funds safety measures such as traffic signals and roundabouts at locations where a number of serious crashes are known to have occurred or are at risk of occurring.

“Road crashes place major emotional strain on all affected communities but particularly the families and friends of the victims. I am pleased to see that these worthy projects have received the funding they require to make driving in Durack safer,” she said. 

The Durack projects in this round of the 2022–23 Black Spot Program include;

• Toodyay - Julimar Road, $711,000

• Karratha - DeWitt Road Coolawanyah Road, $900,000

• Dowerin-Dowerin-Meckering Road, $801,922

“Motorists living within and visiting these regions in Durack will be pleased to know these notorious black spots in the electorate will be fixed with funding from the program. None of these projects would be delivered without the community’s vital input and I encourage all residents and motorists in the region to nominate projects for future funding rounds,” Ms Price said.

This funding is part of the Government’s $1.3 billion commitment to the Black Spot Program from 2013-14 to 2025-26 to improve road safety across the nation.

The Midwest Aboriginal Media Association, servicing the mid-West region of Western Australia, is adding to their ranks with a $65,000 grant under the Indigenous Local Employment Fund.

Minister for Indigenous Australians, the Hon Ken Wyatt AM, MP, said the funding will employ an Indigenous Network Manager in Geraldton, with a view to further expansion.

“Indigenous broadcasters are an integral part of keeping many remote communities connected and informed,” Minister Wyatt said.

“This grant will allow them to recruit a network manager and cover an initial training period, while they establish key relationships in the broadcasting sector and transition the role into a sustainable paid position.

“Melissa Price knows how critical local radio and broadcasters are to the distribution of essential information to the mid-West region and consistently raises with me the need to support organisations like Radio MAMA.”

Member for Durack, the Hon Melissa Price MP, said that Radio MAMA has a vibrant team of staff and volunteers who provide a local voice for Aboriginal people in the Mid-West, Murchison and Gascoyne regions of Western Australia.

“This new position will become a leadership role to help manage Radio MAMA and ensure they maintain their high standard of broadcasting to their region.”

“Stations like Radio MAMA have played a critical role in some of the remote regions of my Durack electorate allowing me to record personal health and safety messages during COVID-19.

“They have been an important link to many communities during the pandemic, as well as their well-regarded broadcasts of each local football season.”

Barry Anderson, Manager at Midwest Aboriginal Media Association, said the funding will help Radio MAMA pursue their future ambitions for the station.

“This support will enable us to grow our partnerships with communities and progress plans for new stations throughout the Midwest, Murchison and Gascoyne. “This funding provides a positive way forward for our organisation and communities and without it, we may have stood still or gone backwards."

The Morrison Government’s Indigenous Local Employment Fund funds short-term, one-off proposals between $5,000 and $250,000 to help Indigenous jobseekers overcome obstacles in accessing local employment opportunities and provide pathways into labour markets, particularly where COVID-19 has had a significant impact.

 Two shires from Western Australia’s Mid-West have accessed Commonwealth and State Government funding for temporary accommodation for workers to support the region’s long-term recovery from Tropical Cyclone Seroja.

 Almost $400,000 has been allocated from the Temporary Accommodation for Workers program, which is part of the jointly funded Commonwealth-State Disaster Recovery Funding Arrangements (DRFA) program, to deliver fully equipped caravans to the shires of Mingenew and Perenjori.

The Temporary Accommodation for Workers program will enable workers to reside in the region and repair properties damaged by the category three cyclone in April 2021.

The shires of Northampton and Morawa can also utilise the accommodation, for example, when existing local accommodation becomes unavailable during peak tourism seasons.

Minister for Emergency Management and National Recovery and Resilience, Senator the Hon Bridget McKenzie said the innovative recovery assistance program was a great example of local government leading community recovery with Commonwealth and State support.

“We continue to stand shoulder to shoulder with the communities impacted by the devastating effects of Tropical Cyclone Seroja. This program aims to support local governments with the rebuilding process and it will enable their communities to move forward on their recovery journey,” Minister McKenzie said.

“Temporary accommodation will be available for builders, tradespeople and workers from industries that are critical in helping impacted communities to get back on their feet and recover from this disaster,” Minister McKenzie said.

Western Australian Minister for Emergency Services, the Hon Stephen Dawson MLC said the strength shown by the Mid-West, Wheatbelt and Gascoyne communities in the past 12 months as they continued to rebuild their lives had been humbling and inspiring.

“Importantly, the State and Commonwealth Governments have been there from the beginning of this emergency to support the recovery of the communities impacted by Cyclone Seroja and this program directly responds to local government needs,” Minister Dawson said.

“The State Government has been working closing with the impacted local governments to determine demand and consider various options for temporary accommodation.

“The Temporary Accommodation for Workers Program will increase the availability of accommodation for non-regional based builders and labourers so they can stay in the region while undertaking rebuilding activities.

“We’ll continue to work with the affected communities to find innovative solutions and ensure that people recover from this devastating cyclone.”

Durack Shires To Benefit from Another Cash Boost

Durack Shires will share in the Morrison Government’s $2.1 billion pre-payment on next year’s Financial Assistance Grant to all local governments across Australia.

Federal Member for Durack, the Hon. Melissa Price said this early payment will give every council in Durack access to funds to help manage the cumulative impacts and recovery from two years of COVID-19.

“The funding will target councils’ top priorities and will ensure the needs of our local communities are met with early payment of 75% of councils’ allocation for next year’s Financial Assistance Grant 2022-23. These grants are untied, allowing councils to spend the grants according to local priorities,“ Ms Price said.

“Following the vote of confidence in Australia’s regions by the Morrison Government’s

Budget 22-23, this will provide a vital boost for our local communities, backing local jobs and economic growth while delivering lasting upgrades that will benefit residents for years to come,” Ms Price said.

“I work closely with the 41 hardworking shires in Durack, and I know this extra finance will assist many projects that are either partially funded or will be able to get started. Having met regularly with my new shires in Durack to determine their needs since the Durack boundary changes last August I know , for example, that the Chittering Shire will be able to put to good use their $1.2 million and the Shire of Northam who will receive $2.5 million,” she said.

Councils are expected to receive this payment before the end of April.

More Industry and Economic Diversification for the Mid West

A new rare earths refinery will be built at Iluka Resources Eneabba mine, with construction scheduled to start this year.

The Federal Member for Durack, the Hon. Melissa Price says this is a very significant development to supply the world from the Mid West, with critical rare earth oxide products.

”I welcome the Morrison Government’s support of more regional mineral projects being developed in Durack with today’s approval of a $1.25 billion loan through the Critical Minerals Facility, to develop Australia’s first integrated rare earths refinery in Western Australia,” she said.

“The project further supporters my committed advocacy around the Cabinet table to increase the diversity of the Mid West economy and employment opportunities, while further enhancing the investment emphasis regional Australia received in last week’s budget,” she said.

The refinery will produce separated rare earth oxide products (Praseodymium, Dysprosium, Neodymium and Terbium), which are used in permanent magnets in a wide range of technologies, including electric vehicles, clean energy generation and defence.

The Eneabba Refinery Project strongly aligns with the objectives of the Government’s Critical Minerals Strategy. It will capture more value on-shore from our critical minerals, strengthen Australia’s position as a trusted supplier of critical minerals, and create regional jobs crucial for the new energy economy with first production scheduled in 2025.

This loan will be administered by Export Finance Australia and is the third project under the Government’s Critical Minerals Facility to be announced.

Our Plan for A Stronger Durack Future

The Morrison Government’s plan for a stronger future provides cost of living relief, creates more jobs, guarantees the essential services and keeps Australians safe.

Federal Member for Durack, the Hon. Melissa Price said Australia’s economic recovery is leading the world.

“More Australians are in work than ever before and the unemployment rate is now forecast to reach 3¾ per cent in 2022, the lowest rate in close to 50 years. Along with that reflection of our strong economy, the Morrison Government is also providing cost of living relief that’s temporary, targeted and responsible,” Ms Price said.

·  One-off Cost of Living Tax Offset - From 1 July this year, more than 10 million individuals will receive a one-off $420 cost of living tax offset. As a result, eligible low- and middle-income earners will be up to $1,500 better off for a single income household, or $3,000 better off for dual income household.   

· One-off Cost of Living Payment - To help Australians most in need the Government is providing a one-off, income-tax-exempt payment of $250 to 6 million eligible pensioners, welfare recipients, veterans and eligible concession card holders in April 2022. 

· Temporary fuel excise relief - The Government will reduce fuel excise by 50 per cent for 6 months. This will see excise on petrol and diesel cut from 44.2 cents per litre to 22.1 cents per litre. The reduction in excise will flow through to lower petrol prices over the next two weeks.

The Morrison Government is investing an unprecedented $37.9 billion in regional Australia and priority infrastructure across the nation to create jobs and unlock the economic potential in our regions, with a vote of confidence in Durack with record support of projects including;

·       More than a billion dollars of future funding investments into the Pilbara

·       $400 million in additional funding to completely seal the Tanami Road to the Western Australian border

·       $140 million regional road safety upgrades 

·       Newman to Port Hedland upgrade of Great Northern Highway investment of $40 million to build overtaking lanes.

·       $22.4 commitment to get the Mid West Secondary Freight Network roads project started 

·       $8 million to assist the upgrade of the York light industrial area.   

The Budget continues the Morrison Government’s broad support for business with a record high of 220,000 in trade apprenticeships.

“We already have 5,520 apprentices in Durack and new measures in the Budget will lead to more opportunities for apprentices and trainees with expanded wage subsidies. As well, small businesses will also have access to a new 20 per cent bonus deduction for training and upskilling employees. Around 3,600 businesses in Durack will be able to access this bonus,” Ms Price said.

“Importantly, other areas that have received extra funding include the popular Indigenous Ranger’s program with a funding injection increasing the number of rangers by 1000 positions, mental health support across regional, rural and remote services including headspace and 24,000 Durack premises, from Bindoon to Northam to Moonyoonooka in the Midwest with an NBN upgrade.” Ms Price said.

“Overall, I believe the Budget delivers the next stage of the Government’s plan to build a strong economy and a stronger future for all in Durack.” Ms Price said.

With over 100 occupations available under the newly signed East Kimberley Designated Area Migration Agreement (DAMA), the region is well positioned to harness opportunities for continued economic expansion.

Minister for Immigration, Citizenship, Migrant Services and Multicultural Affairs Alex Hawke said attracting workers to relocate to regional areas is a priority for the Australian Government.

“The provisions afforded under the DAMA, including permanent residency pathways, provide a significant incentive for overseas skilled workers to consider making the East Kimberley region home,” Minister Hawke said.

“While the first priority is always to fill labour shortages from the domestic workforce, the DAMA will seek to lessen the chronic workforce shortage in current and expanding industries in the East Kimberley region.”

While mining industry continues to generate the largest economic output in East Kimberley, it is the health care and social assistance industry which is the largest employment sector in the East Kimberley.

The expansion of the Ord project is a significant investment in and expansion of the Ord River Irrigated Area and provides potential for growth in both the agricultural and tourism sectors, warranting a larger workforce in the region.

Federal Member for Durack the Hon Melissa Price MP said the DAMA provides a strong framework to support rural and regional businesses to fill critical skill shortages.

“The East Kimberley DAMA includes a large number of occupations which are not available under the standard visa programs,” Minister Price said.

“I very much appreciate that the East Kimberley has done it tough during COVID-19 and I have worked hard to secure the DAMA to support local business.” 

“There has been a push for economic diversification in the East Kimberley region with industries such as forestry, aquaculture, administration and support services, tourism and aviation gaining momentum.”

“This expansion of industries is reflected in the wide range of occupations covered by the East Kimberley DAMA.”

The Agreement also seeks to attract workers in service industries to ensure there is sufficient capacity in areas such as health, childcare and aged care to support the population growth in the region.

The signing of the East Kimberley DAMA is one of several now established between regional Western Australian area representatives and the Australian Government.

East Kimberley Chamber of Commerce and Industry (EKCCI) is the Designated Area Representative.  EKCCI will administer the process of accessing the East Kimberley DAMA which will open to businesses operating in the Local Government Area of the Shire of Wyndham East Kimberley.  Local business can apply individually to access the DAMA from April 2022.

EKCCI President Amanda McLean said the DAMA would be an important mechanism to address ongoing skills shortages in the East Kimberley region.

“Our business community has suffered through years of severe labour shortages which has had an ongoing impact on many businesses ability to operate.  We are very pleased to see a five year DAMA come into effect and we look forward to working with the Federal Government and welcoming many skilled migrants to our beautiful region,” Ms McLean said.

Shire of Wyndham East Kimberley President David Menzel said the DAMA in the East Kimberley will provide businesses with another pathway to attract and retain skilled workers, and it will also provide security to migrants that have already chosen to call the East Kimberley their home.

“These workers will benefit from the various concessions and flexibility a DAMA offers and give them the confidence to put down roots and settle in our region in a long-term capacity” said Mr Menzel.

The city of Karratha and town of Port Hedland are the latest areas to benefit from the introduction of a Designated Area Migration Agreement (DAMA) with the signing of the new Pilbara DAMA.

The Pilbara region is renowned as a ‘mining powerhouse’ accounting for more than 70 percent of Western Australia’s mineral and energy production. Pilbara’s iron ore and liquefied natural gas industries are valued at over $70 billion, making the region a major contributor to the nation’s wealth.

Minister for Immigration, Citizenship, Migrant Services and Multicultural Affairs Alex Hawke said with a large number of workers being fly-in-fly-out employees, the region is in the unique situation of not being able to fill all available job vacancies with local residents.

“The establishment of the Pilbara DAMA will play a significant part in building the region, drawing highly skilled workers to reside locally and support diversification of the local economy by providing opportunities for critical support services for the region,” Minister Hawke said.  

“The Pilbara region has $170 billion worth of investment proposed in the resource industry in the near future, according to the Pilbara Development Commission. This investment will create more employment opportunities that need to be filled by skilled workers.

“In addition, a major influx of service workers in aged and health care, education and transportation will be required to support the expanding population and maintain a high level of liveability in the region.”

The Pilbara DAMA covers 66 occupations which include trades and machinery operation, engineers and trades to support the current resource industries, as well as key service occupations including aged and child care and health services to support the increasing population in the region.

Federal Member for Durack the Hon Melissa Price MP said the Pilbara region has an abundance of employment opportunities on offer and a lifestyle not available anywhere else.

“I have fought hard for this Pilbara DAMA as it will be particularly helpful to drive the growth of small and medium sized enterprises (SMEs) in the Pilbara who have struggled to grow due to a lack of staff.  This DAMA demonstrates the Government’s ongoing commitment to supporting communities and local businesses in regional Australia,” Minister Price said.

“The significant concessions and permanent residence pathways afforded via the Pilbara DAMA provide added incentives for skilled workers to seriously consider relocation to the region.”

The signing of the Pilbara DAMA is one of several now established between West Australian regional representative bodies and the Australian Government.

Regional Development Australia (RDA) Pilbara is the Designated Area Representative.  RDA Pilbara will administer the process of accessing the Pilbara DAMA which will open to businesses operating in the Local Government Areas of the City of Karratha and town of Port Hedland.  Local business can apply individually to access the DAMA from May 2022.

City of Karratha Mayor Peter Long said attracting and retaining staff is a critical issue facing the business community.

“The Pilbara DAMA is a key part of the City’s efforts to support local businesses navigate staff shortages and fill gaps in the labour market so that they remain productive and sustainable into the future” said Mr Long.

Chief Executive Officer for Town of Port Hedland Carl Askew said that speaking with local businesses, it’s clear that labour shortages continue to be a challenge impacting operations and growth.

“The Pilbara DAMA will enable Hedland based businesses to recruit skilled and semi-skilled overseas workers in certain occupations to meet demand.

This DAMA is the beginning of a unique partnership opportunity to work collaboratively across different levels of government to bring benefit to our business community” said Mr Askew.

The Port Hedland Chamber of Commerce and Karratha & Districts Chamber of Commerce and Industry welcomed the introduction of the DAMA.

Durack gets major funding boost for NBN fixed wireless services

The electorate of Durack will have access to a significantly more capable NBN network following a $480 million investment by the Morrison Government in the 2022-23 Federal Budget.

 Federal Member for Durack, the Hon. Melissa Price said this is a significant and very welcome investment.

“Improving technological services for Durack business and residents has always one of my priorities so I am pleased to see that 24, 000 Durack premises, from Bindoon to Northam to Moonyoonooka in the Midwest are included in this expansion of NBN services,” Ms Price said.

“I am expecting the investment in NBN Co’s non‑commercial fixed wireless network will significantly improve the quality of services being provided over the NBN fixed wireless and satellite networks. By using the latest 4G and 5G wireless technology, this upgrade will extend the coverage range from a tower, and allow higher speed services to everyone served by the tower,” Ms Price said

This upgrade also means big benefits for NBN satellite users because some existing NBN satellite customers will move to fixed wireless, this will free up capacity on the satellite network.

Nationally, the upgrade will expand the fixed wireless footprint coverage by up to 50 per cent, enabling 120,000 additional premises to access fixed wireless services instead of Sky Muster satellite services.

The increased services also means much higher actual speeds during the “network busy hour” – the time of day when the network is most heavily used, typically around 8:00 pm at night. The network design metric for the busy hour today is 6 Mbps, this will rise sharply following the upgrade, to 50 Mbps. This means customers will benefit even if they do not order a higher speed plan, as they will experience a sharp increase in the actual speed of their current plan.

The people of Durack made their voices heard through the Regional Telecommunications Review – telecommunications matters for every community, including ours, and this is very much a welcome investment in the region’s future

Federal Budget Delivering Better Infrastructure for Durack

The Morrison Government is continuing to drive the growth of Durack, providing more funding through the 2022-23 Budget for infrastructure projects that will create jobs, benefit locals, and drive economic growth.

Federal Member for Durack, the Hon. Melissa Price said these projects will make roads safer, reduce travel times and boost the economy.

“The Federal Government’s record infrastructure investment pipeline continues to deliver better outcomes for the people of Durack. Investing in infrastructure upgrades ensures we are planning for a better future, giving locals the roads and services they need and deserve,” Ms Price said.

Key local projects funded through the Budget include:

• $40m Newman to Katherine Corridor Upgrade (WA) - Great Northern Highway Upgrade - Newman to Port Hedland Overtaking Lanes.

  Roads of Strategic Importance (ROSI) program.

• $140m Regional Road Safety Upgrades. Targeted regional road upgrades across Western Australia to ensure roads meet current road safety standards. The upgrades will include shoulder sealing, widening road mediums and the installation of audible edge lines.

  Infrastructure Investment Program.

“The Morrison Government will continue to invest in the projects that keep commuters and freight moving, create jobs, and make our nation and economy stronger, as well as boosting regional employment. The Great Northern Highway project is expected to support 90 direct and indirect jobs,” Ms Price said.

The 2022-23 Morrison Budget builds on the substantial investment our government has already made in Durack including a share of the pandemic recovery $2.5 billion Local Road and Community Infrastructure (LRCI) fund with the additional $1 billion third phase currently being delivered to all local governments.
